Active Duty Service Members
- Served 90 or more days of active duty
- Currently on active duty status
- Statement of Service required
Veterans
- 90+ days in wartime, 181+ in peacetime
- Discharged under conditions other than dishonorable
- Certificate of Eligibility (COE) required
National Guard & Reserves
- 6+ years of service, or 90+ days active duty under Title 10
- Discharged honorably or still serving
Surviving Spouses
- Spouse of veteran who died in service
- Spouse of veteran with service-connected disability
- Not remarried (exceptions apply)
